so i am confused I see one video saying cash gifting is illegal, this one says its legal as long as you follow certain IRS rules. What are the rules to follow so it does not become Illegal?

So let me get this right, if you had 100 “friends” who just decided to give you $1000 a peice you would not be required to pay tax? and they can do this every year? So now the question is how do you get people to just give you $1000? or am i missing something. Please tell me
